Traditional-aged students are post-secondary students under 25 years old who enroll directly from high school; non-traditional students are typically 25 years of age or older, who may have delayed post-secondary education enrollment, are financially independent of parents, work full-time, and/or have dependents other than spouse; special populations refers to students who must overcome barriers that may require special consideration and attention to ensure equal opportunity for success and in an educational setting.

Students must enter the program as high school freshmen and sign a pledge and promise to meet established requirements based on academic achievement, persistence and community service. Students can only be absent five days or fewer during the second semester of freshman year, ten days or fewer during each year, sophomore through senior. Students may not have more than one disciplinary action that results in a disciplinary alternative education program as defined by the Texas Education Code.

The TJC Promise provides every eligible high school freshman within the TJC tax district the opportunity to earn up to two years of a college education at TJC. Beginning in 2020, qualifying graduates from Tyler, Chapel Hill, Grand Saline, Lindale, Mineola, Van, and Winona ISD's can receive up to two years of tuition and fees. The Promise program starts during the second semester of a student's freshman year in high school. The student will sign a pledge and promise to meet established requirements based on academic achievement, persistence and community service. The TJC Promise program works to create an environment that will promote and encourage a college–going culture among families and high schools. If a student attends at least two full years at a high school within the TJC tax district and meets the requirements, the TJC Promise Program will cover tuition and fees for up to two years through a combination of federal grants, TJC Scholarships, and the TJC Promise.
