Traditional-aged students are post-secondary students under 25 years old who enroll directly from high school; non-traditional students are typically 25 years of age or older, who may have delayed post-secondary education enrollment, are financially independent of parents, work full-time, and/or have dependents other than spouse; special populations refers to students who must overcome barriers that may require special consideration and attention to ensure equal opportunity for success and in an educational setting.

New Jersey residents NOT from the cities listed and non–transfers must be enrolled full–time. Residents of the Cities of Newark, Orange, East Orange and Irvington and transfer students are allowed to be part–time students and still receive the scholarship.

Geographical range of eligible students: all local students, all statewide students, all students nationally.

First-dollar programs provide tuition assistance regardless of federal financial aid. Last-dollar programs provide tuition assistance after considering federal financial aid (e.g., Pell Grant). Plus programs provide some kind of monetary support for expenses other than tuition.

Students must be a resident of New Jersey legally qualifying for in-state tuition, must be newly admitted, enrolled and matriculated student for fall 2022 and beyond, and must complete financial aid file (federal and/or state), which includes the submission of all requested final aid forms and documentation by the established deadlines. Students must also be a U.S. Citizen or U.S. National or be a U.S. permanent resident who has an I-151, I-551, or I-551c (Alien Registration Receipt Card), or be a recipient of New Jersey S2479 (the Tuition Equality Act/NJ Dream Act) and legally eligible for in-state tuition rate. Income requirements apply.

Students with adjusted gross income of $65,000 or less will pay nothing for tuition; students with adjusted gross income between $65,001 and $80,000 can expect to pay $3,000 in out–of–pocket in mandatory fees and tuition; and students with adjusted gross income between $80,001 and $100,000 can expect to pay $5,000 in out–of–pocket in mandatory fees and tuition.

Rutgers University–Newark has established the Rutgers University–Newark Talent and Opportunity Pathways financial aid program (RU–N to the TOP) for newly enrolled undergraduate students. This program solidifies our strategic plan and commitments to boundary–crossing scholarship, diverse talent cultivation, and engagement as an anchor institution. The RU–N to the TOP program enables us to build upon these commitments and recruit the most outstanding first–year students from the Newark and Greater Newark and/or transfer students from New Jersey's County Colleges (NJCC). The RU–N to the TOP program was launched in fall 2016 for newly admitted undergraduate Newark residents and will be expanded in Fall 2022 to newly admitted undergraduate students from Orange, East Orange and Irvington residents. The RU–N to the TOP program provides a "last–dollar" financial aid award that covers the cost of in–state tuition and mandatory fees. The award is offered after all federal, state, institutional, internal/external scholarships and grants have been applied. Students must meet the program's eligibility and income requirements.
